The Wraith of Odin
Stripper of hid godly powers, Thor was tricked into robbing the golden bull by the Circus of Crime.[1] Caught in a crossfire with police, Thor must choose between saving Princess Python (who is pinned by the statue) and be arrested, or forsake his vow to protect mortals and flee. Thor chooses the former, and the police are shocked when he lifts the gold statue up and puts it back on display. Thor tries to explain that he was tricked into trying to steal it in the first place. Princess Python also confirms this, but the police still intend on arresting them both. The Princess manages to escape thanks to her pet boa constrictor and she flees with the rest of the Circus of Crime. Thor is then taken into police custody and offers no resistance when they confiscate Mjolnir and lock him in a cell.
Meanwhile, in another dimension, Loki continues to wait out his exile while plotting revenge against his half-brother Thor.[2] Suddenly, he is transported back to Asgard because Odin has decided that his banishment is over. Sif and Balder are shocked that Odin would bring Loki back while Thor is powerless in Asgard. Odin is furious that he would be questioned and orders them to be silent. Once alone, Loki decides that now is the perfect time to try and get revenge against Thor. Teleporting to Earth and disguising himself as a mortal, Loki pays for Thor’s bail.
Although Thor is grateful for being released he quickly sees through Loki’s disguise and they begin brawling in the street. Strippy of his own mystical abilities, Thor is no match against his half-brother. Luckily, Balder and Sif disobey Odin by coming to Earth and helping the thunder god out.
However, this does not escape Odin’s notice who is furious that Sif, Blader, and Loki have betrayed his orders and throws a mystical bold down to Earth in punishment.

Thor was stripped of his powers by Odin in Thor #145. He will remain powerless until Thor #151.
Loki had been banished after he tried to conquer Asgard with the Absorbing Man back in Journey into Mystery #120-123.
The Reason Why!
Centuries ago, the Kree Sentry has become reactivated and begins surveying the changes on the planet Earth since has been deactivated. He is attacked by primitive humans, but their weapons shatter harmlessly on his metallic body.[1] That’s when the robot notices the city of Attilan on a nearby island and decides to investigate it further. This is the home of an advanced race separate from humanity and they watch the approach of the robot with keen interest. This is because they are a highly scientific society and wish to see what secrets they can learn from the alien robot. The arrival of the Kree Sentry also coincides to Randac, their leader, has just exposed himself to the mysterious Terrigin Mists.
Randac meets with the Sentry and it explains that this tribe of humans was experimented upon by his creators, the Kree. This is why this tribe — whom he dubs the Inhumans — are much more advanced than their primitive cousins on the mainland. However, the Sentry is unaware why his masters conducted these experiments nor does he know when they will return. That’s when Randac reveals that he has the ability to fire force-blasts following his exposure to the Terrigen Mists. The Sentry is impressed by this feat, and suggests that when his masters do retrun, they may be enemies of the Inhumans. It then departs Attilan as it’s mission is complete.[2]

Continuity Notes
A footnote tells readers if they want to know more about the Inhumans and the Kree Sentry to read Fantastic Four #46 and 64-65.
What is not revealed here is that the Kree were inspired to create the Inhumans after encountering Eternals from Earth. The purpose of creating the Inhumans was to create a weapon they could use against their mortal enemies the Skrulls. See What If? #28
